About the Immigrant Law Center of Minnesota

The Immigrant Law Center of Minnesota (ILCM) is a nonprofit that provides free immigration legal representation to low-income immigrants and refugees across Minnesota and North Dakota. Alongside direct legal work, ILCM educates communities about immigration law and advocates for public policy grounded in the universal human rights of immigrants — policy that is both compassionate and practical.

ILCM’s roots go back fifty years. It began in 1976 as Oficina Legal, a program of Southern Minnesota Regional Legal Services serving the region’s Spanish-speaking community. When federal restrictions on legal aid offices changed the landscape, Oficina Legal incorporated as an independent 501(c)(3) in 1996. The organization later took its current name to reflect the growing diversity of the immigrants it serves, and over the decades since, it has become Minnesota’s leading provider of free, comprehensive immigration legal representation for low-income clients of all nationalities.

The organization’s work rests on three commitments: remedying legal problems through quality representation, preventing them through law-related education, and raising public awareness so that immigration policy reflects sound judgment and human dignity.

The scale of that work is significant. In 2025, ILCM served more than 3,500 clients and reached another 3,500 people through Know Your Rights and immigration-related education sessions. That capacity comes from a legal staff of more than two dozen, extended by roughly 167 pro bono attorneys who take on cases alongside them. ILCM also operates a dedicated intake line and an ICE detention help line, meeting people at the moments when legal counsel matters most.

For families navigating an immigration system that can be opaque and unforgiving, ILCM’s work is often the difference between fear and a secure future. In the words of one client: Minnesota is my home.
